Where can I find the Lid over the Gas Cap

The plastic swivel that connects the metal lid over the gas tank is broken. The dealer is asking for $300+ to replace the whole lid(I am not sure what is the name of that part). I would appreciate if someone can let me know

a) What is the name of the part
b) Do I need to replace the whole lid(or I can get just the swivel- that connects to the van on one end and to the lid on the other). It seems that swivel is in a bracket on both ends.
c) Any place that I can find the part

For a part like that, I would visit the junk yard with appropriate tools in hand ($5-10 item) and get a replacement lid. At worst, If you can't find one with a matching color, you could may have to paint it.
