My problem is that I can't even get it to turn over. I have battery power, but no ignition. I would assume starter / solenoid issue; however, I'm looking for any other suggestions before I dig too far. Also, if it is the starter, how on earth do you get at it??

Re: 1999 Passat won't start
I assume you found it, it's not much different than on most other cars. You can test the small red/black wire to see if it gets power in the start position. If not there are two relays, two switches & the comfort (anti-theft) module that can prevent it.
