Alarm question

I have a '98 JGC limited with 5.2 V8. According to the owner's book,
you can set the alarm to sound the horn once. You can also set the headlights to turn on when the wipers are activated.
The book says the dealer has to set these options. Any way the owner can do it? Hate to pay someone to do it.
