91 Pickup - rear wheel slipping? bad bearing?

I've got a 1991 Toyota 22-RE and it feels like there is a wobble or slip in the passenger side rear wheel. About a year ago the axle seal was leaking - the same wheel was getting coated with fluid. They pulled the axle and replaced the seal. Lately I've noticed that it feels like the wheel is slipping, then grabbing, at slow speeds and that it feels like there's a slight vibration or wobble at high speeds. What do you think, bad bearing, bad seal (again), bad axle, something else? Thanks
