17 Inch Rubber?

I am convinced that I need 17" rims but what size of rubber will I need?
I am unsure of the offset, but does that effect the size of tyre I put on?
I want to be able to set my beer on the rim while I'm shining my car.

2003 Jetta 1.8T Revo Mod+ Hyprospeed Intake.

The 15's that came on the car just don't cut it.
I am thinking Kuhmo Ecsta.

set your beer on the rim while your shining it? i dont get it. well anyway, offsets dont pertain to tires, only wheels. stock 17s have i think 215/45 size rubber
