Water in 99 Integra Headlights

My son's 99 Integra has water in the drivers headlight module. It has been getting progressively worse and now is at point that water splashes up and blows the low beam bulb. Car has 60k miles on it. I cannot see how to get into lights to get water out, or how to see where leak might be. Anyone have this problem and what did you do. I was thinking about drilling a very small hole in lenses to drain, then sealing it.

Take a very small drill bit and poke a hole towards the bottom where it isn't noticable and water/moisture can leak out. also, you might want to reseal the whole headlight housing. Sounds like it wasn't sealed to well in the first place.
