Drivers side seat belt not moving

The drivers side automatic seat belt does move if I open the door wide open right away... When I go to get out of the car I have to pop the door and hold it sorta closed till the seat belt goes forward. It also happens when the car is running.... Need help!

I believe the wire goes into the door is kinked. My 88 Camry did the similar thing couple years ago. It worked only when I open the door at certain angle (while the broken lead got touched). It stopped working and stayed at the rear position not too long after that. I just don't have time to take a look at the wires.
