2003 sable 3.0L high rpm in neutral

Engine RPM increases to 4,000 when the trans is placed in neutral and the car is coasting at any speed except when stopped. There is very little "engine braking" when throttle is closed when slowing down. Anyione have an idea where to start troubleshooting?
