What is the purpose of the black dots on the windshield behind the rear view mirror?

I thought they were there to serve as a tint, so you wouldn't be looking into the sun everytime you checked your rear, during the day. If you pull both driver and passenger side sun visors down the part behind the mirror is still open. Guessing...
