Oxygen & Strut

My car is '94' 4 cyclinder Camry, it's been running 130k. We have a air care system in Vancouver, Canada. The system is to maintain every car to minimise the emmission. It is measuring the Hydrocarbons (HC), Carbon Monoxide (CO) and Oxides of Nitrogen (NOx). My car had a reading of 0.84 of Carbon Monoxide in 2002. I had a reading of 5 of Carbon Monoxide in 2004. It is still under the max. allowable reading of 9. Would anybody tell me the possibility? Would it be the Oxygen sensors? Thanks
One more question is how to determine the condition of the strut of my car?
