Sienna 04 Air RECIRC

When I have the air system on full manual, fresh air, no AC, no AUTO, just plain operation, if I turn the temperature down to LO, it switches into RECIRC. Sometimes but not always -though more consistently now. Also, even if I have switched off the RECIRC, it switches back on again if I turn the motor off and back on. After visiting the dealer twice on this issue, they referred to two different pages in the manual to "prove" that it is functioning normally, although the pages they refer to are not related to this problem. The manual does not say that it should function this way. When I went to the dealer the second time, I believe it is possible that they fiddled with it, because while it is not fixed, it now switches consistently to RECIRC when the temperature is on LO, and it now switches off RECIRC when I switch the temperature above LO (previously it just stayed on RECIRC regardless). Toyota Customer Service was just as bad. I was told that it's supposed to function this way. I was told that my Sienna is "smart," and "depending on conditions," it will switch to RECIRC. (I'm not making this up.) I asked what "conditions" would cause it to do that, and while the representative could not explain, he did refer as an example to p 300 of the owners manual, which states that it's a good idea to switch to RECIRC in dusty conditions (duh). This does not state that the Sienna knows when it's dusty and switches to RECIRC because of it. The representative told me that it's supposed to always start up in RECIRC mode, though he couldn't explain why it only does this sometimes, and he couldn't tell me where it was explained in the owners manual. He also guessed that it may be because it's dusty or hot outside, and that's why it switches. I explained that I don't live in a dusty area, and I live in a mild climate, and I asked where in the manual this was explained. he started saying "you're not listening to me." The bottom line is that I would like my air system to function properly, and I don't want it switching into RECIRC automatically. (I understand that it does this on AC switching to LO, and that is understandable even though I disagree with that too.) The page that my dealer referred me to initially states that it may switch OUT of RECIRC under defrost conditions (not into RECIRC), and the page they referred to the second time describes the switch into RECIRC on AC or AUTO (not manual). How can I get this fixed? HAve other Siennas had this same problem, and can I communicate this with the dealer to get it fixed? They obviously are extremely reluctant, and I didn't come close to getting my question answered from the customer service line.
