safer tires: 13" or 14" :)

Hi

I know it is lame and newbie to ask, but I'll try I'm in canada and it gets kinda cold out here, I wanted to ask about tires:

For Toyota Tercel 1997,
which type of tyres will be more stable:

P185/60R14
or
P155/80R13

if I am to use All season tires

I'd appreciate any information you could give me

In the rain and snow the smaller/thinner tire are more effective because you’re concentrating more weight on a smaller contact patch. This helps the tire cut thru the snow and puddles. I personally use 2 sets of tires. One stock size for everything except winter, and a -1 size winter tire. I do this because I hate being late for work, and I don’t want to rear-end some one in the snow.

the 14's will be much better in everything except snow
