turn signal wiring problem on 92 hatch

got a problem with my 92 hatch, the right front turn signal will not turn off with the headlamps on. the indicator shows that the turn signal is on but doesnt flash. with the lights off the turn signal will flash as normal but makes all the dash lights flash when activated. i removed the bulb i had in there and the problem stopped although with the bulb i replaced it with it doesnt flash in the front when the turn signal is triggered. i think it may be a problem with the bulb being the guy that put the bulb in just put in whatever fit. any ways any help is appreciated and take it easy
