I just finished replacing the Blend Door Actuator Motor Assembly on my 94 Sable. Yours is 98 and I don't know if it is the same, but mine can not be replaced without removing the dashboard, it would be impossible. However, I didn't have to remove the heat core, but it is a bit tricky to do. The space between the top of the heat core and the body of the car is very small. The Blend Door Actuator is in between the two. No way you can remove the screws ataching the Blend Door actuator base to the heater core, but you can pry off the Blend Door actuator from its base. Then you can press in the new Blend Door actuator. I had to be very carefull sliding it back and forth until I got it in place, but it wasn't that dificult. Onced you see the new one you will see how it ataches to the base.
Good luck
