1991 - Power locks

Hi all - Some may have been reading about this "project" car. Anyway, the power locks don't work. When you turn the key, you can hear the pumpt going, but it never gets around to locking the doors. Vacum leak, right? The questions is, is there an area that is more likely to be my problem?

This forum has saved me countless $$$ and tons of time. Thanks in advance.
