Gas drains from front tank to rear

I have a 1992 Ford F150. If I fill up my front tank and start driving, the gas guage sinks from full to empty in no time. If I switch to my empty rear tank, I find the gas guage showing full. All the gas in the front tank has ended up in the rear tank. This is an ongoing problem. My reading makes me suspect the switching valve if ther is such a one. Help please

Yes, the switchover valve may be cross-eaking allowing the return fuel to go to the rear tank, instead of the front.

Yep I got a recall letter for the 95 I use to own, but I never had the work done because it wasn't happening on mine, and well I sold it before I could have it taken care of.
