voltage indications

I have a 95 park avenue ultra.... if I turn my ignition key on, but not to start engine, with all accessories OFF ( ac/heater, lights, radio, etc)
what should the voltage guage indicate?.. mine is indicating about 9 volts, until I start the engine. Is that normal?

I have the same car as you, and mine says somewhere around 11 volts, according to the gage.
