Rust

I just bought a 2000 accord ex 4cyl. I noticed all the bolts on the top of the strut towers, under the hood are rusty. Could this be indicating a problem, or is it "just rust"?? any help is appreciated. thanks

It's "just rust" if it really bothers you replace them with bolts that don't rust.
