The kit car thing...

Sorry for asking such a n00b question, but does anyone remember offhand what the federal regs on a 'kit car' were? Would something as simple as say, a Skyline GTS(generation doesn't matter) with a different motor(not RB) swapped in count? I know this has come up before, but it's just been so long that I can't remember.

A friend came up with this idea, and I couldn't remember what the rules were. I couldn't search either, because the page kept timing out on me.

Here's EPA's rules. I have yet to find customs/DOT rules.

Thanks! I got down to #5, and it looks like my friend's idea wouldn't work. He was thinking of getting just an R32 GTS and putting a VQ in it, since the engine is US-legal and easier to find parts for. Oh well.
