Which Photoshop version?
What is the best Photoshop version to start with? Which version do you guys (gals) use?

Cs (8.0) IMO cos it has more comfy layout when u use filters and stylizing tools

Where do you get it? I've looked, in a couple places, and only see Adobe Photoshop Elements 2.0. What is the average price?

hahah link? well yea first of all u have to go to Russia, Moscow, get a taxi and tell the driver to get u to the place called: "Gorbushka" (huge 2 malls dedicated to electronics only) u can find anything there! Good luck!
