1995 century....rev limiter kicks in when passing

I have a 1995 century limited with the 3.1 v6. Whenever i go to pass another vehicle and put the accelerator to the floor the rev limiter will kick in. Shoud this happen while the car is in gear? If not what could be causing this to happen? Any suggestions would be helpful.

do you mean is seems to hesitate for an instant, kind of like sputtering? That would be a kickdown, the auto trans downshifting to accellerate more quickly.

No, thats not what I mean. After the transmission down shifts and i accelerate the rev limiter will kick in just like if the car was in park and i held the accelerator to floor.
