code 1 and ecu

i have 88 crx with b16a and pr3 ecu. my check engine light shows code 1. i replaced oxygen sensors, reset ecu and the code is still there. the light is on before i start the car. shoudn't it go off until i start it, i reset it and turn the key to the on position and the light is on throwin code 1.
is there anything else it could be? i also wanted to run new oxygen sensor wire. what kind would i use?
this light has been on for a long time and i dont know what to do.
the guy that did the swap said he tried different ecu's and that didnt help.
please help!!

Every time you turn the key to the on position, it will blonk once showing that the ecu has power. Does it blink repeatedly or just the one time?

it blinks more than once. it blinks for code 1. but would the light stay on if i dont start the car.

I think your getting code 1 mixed up with the blinking of the ecu, it blinks every few seconds in a short burst. A code the blink will last alot longer.

when i first turn the key it blinks once real fast then
it blinks once every few seconds, and the check engine light is on anyway.
