my brother told me if i resurface my head it'll give me a higher compression is this true?

yes also known as milling the head. they shave a little off the bottom where the head meets the block to flatten it out, and by shaving it it will raise your compression.

Don't take your head off and get it milled and think you're going to get like 20 whp or something. You'll barely notice the difference

He's right you're not going to get a huge gain. If you look at the book called "How to Build Honda Horsepower" they have a dyno test of a stock b16a head verses a b16a head that was milled by .035 and gained 6hp and 3tq.
