ok im not sure im just starting to learn about mechanics but some engines come stock with govnors or how ever you spell it. it keeps you car from going over a selected speed like my company truck goes to 100 then the throttle lets off atomaticly so you cant go over 100. not that big of a deal you can take them off i believe

I'm not sure if the NA's are the same as turbos but........For the turbos...the ECU controls how fast you go...there is a page on how to disable the limiter on VFAQ.COM

NO DUDE!!!! just cause the gauge says 160 dosent mean it can reach 160 well maybe it can if you drive on a road thats driving straith down even then isnt the fastest fall speed like 120 because of air resistance when you go sky driving? Well yeah you will probably never reach 160 on a RS.

if its like crappy acceleration it could be a lot of things but check yoru plugs and wires. Timing belt should really make a difference in how you accelerate and slow down or whatever.
