Importing cars for show and display
This is about importing cars for show and display use. This should answer alot of your questions. Alot of you guys ask and want to know if a car is imported for show use it can not be approved for street use. They can be driven on U.S. roads. There is a page about this from the nhtsa that explains it.
ON-ROAD USE A vehicle eligible for Show or Display may receive NHTSA approval to be driven on the highway. The odometer must not register more than 2,500 miles in a 12-month period. NHTSA approval of limited on-road use is to allow the vehicle to be driven to and from nearby displays of similar automobiles. Another reason permission is granted is to maintain the vehicle’s engine, braking, lighting, and other dynamic systems in good working order. The vehicle is still required to meet EPA requirements. If the original engine in the vehicle will be replaced with a non-original engine to meet EPA requirements, it must be identified in your application since it may impact on the technological or historical significance of the vehicle. This has been covered many times, and the Skyline cannot be brought in under the Show/Display rules.
First, look at the page you linked to, it lists this: Quote:
Now, also look at the VERY short list of eligible Show/Display vehicles: http://www.nhtsa.dot.gov/cars/rules/...ay/sdlist.html Simply put, the Skyline can be made street legal and is not that significant of a car (despite what we think) to allow it in under the Show/Display rules.

Now, we know the car cant be brought in under its exceptional tech significance, but what about historical significance? And emphasize on that? I mean, the skyline has had such an amazing history, that that might have a dent on the final answer you would get, right? |

The problem is that the Skyline can be imported legally. Through Motorex. So you have to justify why your particular Skyline deserves to be brought in without any modifications done to it.
So you'd have to show them why the skyline you have is so special. The only things I can think of that would even have only a slight chance would be having the first or last model produced from a series or having an actual R33 400R (only 99 made). http://www.jbskyline.net/Nismo400R/
