unknown pressure...

well supposedly i heard from many people i should be boosting more than 6-7 psi on my stock 91 supra. if it is normal is there anyway i can make it boost more? also one more thing. i bout this car from a previous owner and he blew the gasket but i got it all fixed, would there be any chance the turbo locked or anything... also he had a hks boost controller but its not working why so? help plz thanks

just make yourself a home depot special or buy a turbo xs mbc.why is the hks broken? well id have to see it.
