Passive Air Vents

One quick dumbass question for ya guys... I've noticed how on some new foreign automobiles (not nessecarily "imports") the air flows through the air vents whether the heat or a/c is on or not... And just by adjusting the temp the flowing air will get hot or cold... I like it, but some people don't, does anyone know why this occurs...?

its the recirculation of the hvac system. if you turn the recirculation off, then it brings in the air from the outside. if you turn it on, then you have to use the fan for air to blow out

as far as i know, just about every car has this feature. i think most people use it so they can have air blowing into the car but not use the fan
