Painting Rims

A buddy of mine picked up an extra set of OEM 4 X 114 Honda Integra Type R rims for winter use. However there a little on the beaten up side. No curb rash thankfully, but they are scratched. Now he'd like to spray bomb them, as again there just going to be for winter use. What steps should we take to insure that these rims will last during winter use?

We were going to first sand the rim using a nice 220 grit sand paper, or even some 3M Scuff Pads to ensure that the primer will adhear. We would then proceed to degrease the rim, and completly rinse it off using water. Once they have dried we would apply thin coats of primer, until the rim is completely covered, and once dried proceed with the base coat. Any suggestions on drying times for the primer before moving onto the base?
