Found a 14b but one prob.
Hey guys, i found a good deal on a 14b, with no shaft play. But the seller says it has a oil leak on the exhaust side? He says it may be a bad seal. He also said after it warms up the oil that is leaking makes the car look like its smoking? So what do you guys think? Do you think its worth it? How hard its it to change a turbo seal?

Not worth it. How much is he asking? Better to get a lower mileage, better shape 14b and get a few tens of thousands of miles out of it before it blows and you have to rebuild it.
You should be able to find a decent mileage 14b with little to no shaft play for $100-120. Plus, depending on how bad the oil leak is, you don't want to be starving other parts of your car of oil, if your turbo starts dumping oil onto the road (:ahem: crank bearings).

I agree, not worth it. A rebuild is 300, parts alone are ~150.
