'90 apv - key cylinder not starting

My 1990 apv will not start. I have been forced to turn the key farther and farther for the past couple of months and now it will not turn over at all. I think it is something inside the steering column not making contact. Does anyone know what might be the problem? Should I try to remove the lock cylinder? Do you know how to remove the lock cylinder? (I am used to seeing a small pinhole to release it but don't see that on my apv.)

My van is stuck in a restaurant parking lot and I would like to get it home. Can I jump from the battery to the starter with the key in "on" position? Is the starter right in between the radiator and engine? If you haven't noticed I am new to working on this van. I know how Fords work but a Chevy appears to be different with the solenoid/starter and I don't want to screw that up by trying to jump the starter.

Okay. I got it hotwired. The starter is between the radiator and engine (strange). I used my trusty jumper cable connected to the positive battery terminal and then used a long piece of metal rod on the other end and pointed it through to the starter and it started with no problem. I will try stripping down the steering wheel into the column to figure this out. The cylinder is not turning all the way.
