Relay Problem????

About 50% of the time when I turn the key in the ignition my 1992 4 runner will not start. I hear a clicking noise when this happens and I have traced it to somewhere in the dash on the passenger side of the car.

After taking off the panels I think it is coming from one of the two relays up above where the speaker would be. Has anybody had a similar problem, I am assuming that the relay just isn't making good contact some of the time, but I don't want to replace it if it isn't the problem. Thanks in advance for the help
