Is the d16y8 head vtec? If so, can I put it on my d16y7 block to majke my car vtec? Would that be considered a mini me conversion?

yes it's vtec, it came from an EX. And yes you could put it on your block and make a mini-me conversion.
BTW - You can edit posts and delete them, so you might want to do that next time instead of making a second thread.
