flush mount headlights

can anyone tell me why flush mount headlights are not street legal??

i found a conversion kit on trueleo.com and they had a tag line that stated they weren't street legal. does anyone know of anywhere else i can find conversion kits that are street legal??

they're illegal because most kits use fog or driving lamps as headlights.

as for the nemesis lights, all i can say is AAAAUUUGGGGGHHHH kill it! kill it!

It would look better if he painted the housings a flat color....anyways there are also the Street Weapon ones and the Extreme Dimensions ones but they look the same...
