fuel rail clicking
i have a 95 jetta 2.0 thats been sitting for about a month now. cel is on, cant get codes cause no one close to me scans a 95, i tried jumping the 4 and 15 plug but no codes retrieved. well anyways, is it normal for your fuel rails to be clicking if the ignition is on but car isnt running?? if not what could cause this? the engine runs really rough, loss of power and hesistates when you give it throttle. so far i have changed spark plugs, wires, cap, rotor, air filter, had the coil tested, and have a new maf. please help if you know what could be wrong. i miss driving my jetta, thanks

You've evidentally got a PC, if you plan on keeping the car youi might want to invest in a basic VAG-COM unit, minimum $229.
