code P0172

i just got a code P0172 and im wondering if that can be O2 sensor or a fuel pressure problem?
i just replaced the two preCatalyst O2 sensors so if i need to replace the other two i can. i think that will be easier than the fuel pressure thing.

'96 chevy burb, 5.7L 166k

any help?
