Fuel filter/starting

I have some problems starting the Toyota Camry 1997. When I start the car engine runs about 2secs and turns off, secconnd start is without problems. It happens only about each 50th start. Where can be problem?
I have new battery.
In one week, I'm gooing to replace engine oil. In this occasion I woudl like to get water aout of the fuel filter. Where is this one? How to do that?
