Horn doesn't work

I have a 1996 Plymouth neon, and the horn doesn't work. I have checked all the relays, and they are good. I have also check the horn "box" and that is good as well. Any ideas on what the problem could be?

Fuse or switch (in the steering wheel). Is your cigarette lighter also not working?(uses same fuse)

My cigarette lighter works. I have checked all the fuses under the hood and inside the car....

Hey I have a 1996 plymouth neon and the horn goes off by itself. At a stop light honked at a guy to go when it turned green... horn didn't stop... I tried taking out the fuse for the cigarette lighter but the horn still worked. I have to take the steering wheel cover off half way just so it won't go off....looks ghetto lol but how can i make it stop going off... i wouldn't even mind cuttin the damn wire to the horn just so it won't go off anymore but i can't find it... just need some help on wut i should do.
