my little sister drives a 94 neon that is doing the same thing, we replaced the fuel pump and the computer and the pump relay, we have the schematic out of the haynes manual and it shows nothing else on the circut, all of the wires are clean with no breaks that i can see, did you ever find the problem with yours????

Neons have 2 O2 sensors which are wired into the fuel pump fuse as well as well as the primary power to ecu. Allot of time the wires for the downstream 02, the one after the cat, cross the axle and break open and will blow the fuse. Look over the passenger side axle and there will more than likely be wires that are either partly warn through or even completely brokeken, replace them bind them all together with electrical tape then zip tie them out of the way. If thats not the problem, check the wires for the primary 02, but that unusual... of it keeps doing it your ecu wires might be messed up, check them and it all is good.... you more than likely need a new ECU
