need help wiring in 90 silhouette

hi i have purchased a 90 olds silhouette from an auction that was stolen and the steering column damaged . i am putting it back together piece by piece and have ordered a new column for it but have a few question i hope you guys can help me with .

okay first off it has been hotwired and the key totally riped out guts and all just a hole in the column . there are three wires when connected and the battery ground cable connected start the car , one wire a pink wire ( i believe this to be a ignition wire) under the column has the insulation removed from part of it and a wire wraped to it, also a orange wire traced from the brake pedal has the same insulation removed and a wire attached to it. if both wires are cliped together and a third yellow wire ( i believe this to be starter wire ) are touched the car starts. now for the questions

1. i only get some electronics to work in the car when it is started like this . i get headlights, dashlights, and instruments work ie: speed gas etc. the power door locks work but the power windows do not , also no brakelights and no windshield wipers or radio, but i do get heater control, could this be because it is not being powered correctly threw the key , ie: if you leave your key off you can still turn on your headlights , and power door locks sometimes work with key out but you need key in accessory postion or on position to get window power , windshield wipers, what do you think will i probable solve this with the new column or ????


2. when you attach the ground cable to the battery the radiator fan comes on and stays on will not shut off, could this be a bad sensor or relay in the fan or??? car sat for about 2 years in towing lot before i got it.
