Jumpy Idle

Is there a sensor that affects the idle when the A/C is kicked on. I am having problems with my idle jumping up the 2,000-2,500 RPM when I turn on the A/C? When the A/C is off the idle is really low - it almost dies. This is NOT triggering a check engine light, and it just passed the state emissions test. But it is driving me nuts. I've replaced the plugs and wires. It is a '98 civic LX with a 1.6L. Any input welcome. Thanks.

The EACV is the only thing I can think of that controls the idle when needed.
