Question Intrepid 3.3L // no power at fuel pump

I am looking at a 1994 intrepid with the 3.3L for a guy. It woont start, but will run on ether... that tells me it isnt getting fuel. I dropped the fuel tank, and there is no power at the fuel pump. I checked the fuel pump relay under the hood, and the fuse in the car, and those are both good for the fuel pump. Is there another fuse or computer component I should look at to help figure out why there is no power at the pump?? Thanks

12V comes from fuse A (20A) in the power dist center to S107 then to pin 5b of the fuel pump relay pin 5D is the output side from there it goes to junction block C2 then to C9 to C309 to pin 1 of the fuel pump pin 3 of C309 is the ground side of the pump. Connector C309 isn't listed in the index to its location but the diagrams show it to be at the left front door B pillar. I would look there for +12 on pin 1 its looks like
