OBD II Code PO446

My Check engine light went on so I bought a code reader. It gave me code PO446 which the book said it was "Evaporative Emission Control System Vent Control Circuit Malfunction" Does anybody know what this might be?

the vent valve is in the rear hooked to the charcole canisters - the wires usualy break within about 6in.
