Program 98 Keyless Remote

Can someone please tell me how to program the keyless remote to my van? I have looked over all the posts in the Astro and Safari forum, but I couldn't find one that work... I have even tried one from LeSabre forum. It says that when I close the door, the van is suppose to cycle lock/unlock but it didn't happen. To make a long story short... I have two remotes that my van won't respond to now as supposed to just the one... Help, please!!

Jump pins 4 & 8 in the OBD II connector
locks will cycle
Press Lock & Unlock for 10 seconds on first remote
Locks will cycle
Press Lock & Unlock for 10 seconds on next remote
Locks will cycle
Remove jumper

Up to 4 remotes can be programmed

When I put the jumper in the OBD II connector... should the key be in? If so, at ON or OFF position?

Will this work on a 2000 Astro too? I just got a new second remote and need to program it also. Where is the 4 and 8 pin on the OBDII connector? Where is the connector actually located? Thanks.
