2003 5.9 L Cummins-No power

My brother-in-law has a 2003 Dodge Ram 2500 w/ 5.9 L Cummins Diesel. It is not the HO. Suppose to generate somewhere in the 220-240 HP range. Has had the truck "dynoed" at an independent shop, and came out w/ 155 HP and 287 ft.lb. torque @ 2800 - 3000 rpm range. Has had the truck into the dealer, and they have tried everything. Changed out computer, all wiring has been checked, fuel pressures, etc. and it has helped. (Should mention truck was @ about 105 HP, when he started this process). Finally, the dealer sent the truck into Cummins, and they confirmed that the truck was about 75 HP short, but said they could do nothing with it, as they could not access through the Dodge computer. Any ideas on what to check next. He bought this truck for hauling purposes, but isn't hauling much, as it sits. Any input would be greatly appreciated.

Can we assume that you have already replaced all fuel and air filters?

did they check to see how much boast that it is pulling? dose it had a intercooler. did they check it for leaks and the pipeing. otherwise check and see if they up rate it

You said it was dyno'd at 2800-3000 rpm? I know the older Cummins would fall flat on it's face above about 2600 rpm. If your brother is driving the diesel like a gas motor it would seem weaker at high rpms. Have him try shifting at 2300 rpm instead of 3000, see if that makes a difference.

'Course, my 2cents isn't always right.
