Post need some front bumper answers and door locks, 98 ram

ok, I have a 98 dodge ram sport 4x4 ext cab. it is painted intense blue so my bumpers are also painted blue. My question is on the 98 model they have a two part metal/plastic bumper and on the 99 model they went to a full plastic front bumper. Now up here in Michigan the steel painted part of my front bumper is starting to rust all over and I would like to know if I can change out the 98 bumper with the 99 one.

Also, about two months ago my power locks started to stick, I have sprayed them down with WD40 but it does not help at at, power is gewtting to them but I feel they are rusted and need to be replaced. Is this latch combo or can I just replace the actuators? is there any where else beside a dealership to get the parts for the locks?

I know of guys who have changed the front faschia but I don't know how difficult it was to do, it's probably just held on with clips like the normal ones have.

I dunno what to tell you about the locks...
