Question '95 3.4L RPM's DROP WHEN SIGNAL LIGHTS ACTIVATED

I have a '95 Cutlass Supreme Conv. and the problem I am having is that when the car is idling the RPM's flucutate to the rhythm of the turn signals. Also the RPM's drop when the lights are turned on. Also when the turn signals are turned on they blink alot slower than normal. Of course this problem is intermittent and only happens whenever the car feels like ticking me off. Any comments on this condition?

When it rains it pours. Now my car will not start at all. at one point this morning I had to hold the ingnition in the start posistion and wait a few seconds before starter would turn. But now when I go to start it, the starter does not even click, my dash lights up like a christmas tree, the speedo goes to 100 km/h and there is now a humming noise coming from behind the pass side air bag. (is that where the pcm or ecm is located on this car?) If anyone out there has had this same type of experience with their own car please let me know about your experience. Maybe we can figure this out before I drag it to my local Olds dealer.

P.S. Does anyone know of a great olds/3.4L mechanic here in the province of Alberta? Let me know
