Fan that sounds like a blower

I have a 2004 540ia with a Dinan Cold Air Intake, HIgh Flow Throttle Body, AC Schnitzer exhaust, and Stage I, II, III engine software. The problem I have is that my fan is noisy like a leaf blower and in always seems to come on even if driving the car for 5 minutes and then staying on for most of the time. BMW installed a new fan under warranty, and said they could not locate a problem and summed it up as BMW has noisy fan's. At this point I am wonderring if anyone has experienced this same problem and what they have done to solve this? I was thinking that it might be necessary to add the air intake meter to solve this?

Any help would be greatly appreciated.
