A BOV is a pressure release valve or Blow off Valve which releases the pressure bulid up between the turbo and throttle valve... this pressure bulid up could damage the turbo so we release it.

Re: what does BOV mean?
It releases the pressure when the throttle is closing, when the flow decrease in other words. This is done to prevent compressor surge.

Just so you know, its that thingy that makes that hiss sound when someone with a turbo shifts gears....
Used in turbo only cars.
