liscense plate lighter upper thingies

I live in NC and I bought a dune buggy and Im planning to get it street legal. In NC, and Im betting all states as well, its required that a light lights up the liscense plate when your lights turn on. Are those neon liscense plate lights legal for this application? I figure a red or blue one would not be legal, so Im leading towards either yellow, green, or white if I can find one, Ive never seen a white one. I dont really think they look all that great, their actually kinda tacky, but I seeing as how the buggy doesnt have an existing light or any good place to mount one, I figured the neon light would be easiest. Plus its a dune buggy anyhow so tacky is ok.

Im willing to bet No.
What I would do is gt some kind of bar light (prolly must be white) and have something hang over it, so the light only shines down on the plate, not all out.
