Hey, Ive been having a problem with my car the last few days. when driving, my battery charge light seems to randomly flicker, and at the same time my oil pressure light fades on and off.. they only do it when the car has had a chance to warm up, and they do it at the same time, like there linked.. also, at night, my head lights flicker, like get bright and dim very fast, and when it rains my windshield wippers seem to surge sometimes and increase speed very fast and then slow down. I had a mechanic do a charge test and he said, my alt is over charging my battery, and it needs to be replaced.. I want to replace it.. but its gonna cost me all of my money.. i have a slight suspision however that its the voltage regulator.. any sudgestions ??

It probably is the voltage regulator, which is built into the alternator. It's not too dificult to replace seperately if you can find the part.
